DRR-VA Report Formulation Preliminary Workshops

(By: Gresal Tapulao | Fast-cilitators) The FASTcilitators team composed of 6 Alumni of Australian Educational Institution and based at NEDA Region 02 conducted its first workshop on the formulation of Cauayan City Disaster Risk Vulnerability Assessment Report (DRVAR) on January 22-23, 2014 at Isabela Hotel, Cauayan City.

The workshop which is part of the Technical Assistance to be provided by the FASTcilitators to the City of Cauayan was extended to provide the latter a better understanding on the goals and objectives of the assistance as defined in the Memorandum of Agreement (MOA) forged by no other than the Regional Director of NEDA Region 02, MaryAnne E.R. Darauay and the City Mayor of Cauayan Hon. Bernard Faustino M. Dy on November 4, 2014.  The workshop was participated in by some heads and staff of the different offices of the Local Government Unit of the City of Cauayan

Mr. Gresal M. Tapulao, the FASTcilitators Team Leader briefed the participants on how the project was conceptualized and came into reality, its salient features, timeframe and the expected output once the project is completed come May 2015.  He also stressed the key considerations and factors deemed necessary for the success of the TA extended such as dependence to spatial data and other requirements needed during the conduct of the series of mapshops and writeshops in the succeeding months.

Likewise, Engr. Gerry Catolos imparted the different roles and responsibilities of both members of the FASTcilitators and the Cauayan City project Core Team as reflected in the MOA. This was shared in order for the members of the Cauayan City Core Team to know the extent of their role being directly involved in the preparation of the DRRVA Report of the city.

The Cauayan City core team was formally organized through Executive Order No. 1, Series of 2015 which includes the City Planning and Development Coordinator in the person of Mr. Oliver Francisco, assigned as Team Leader of the core team and other heads of offices as its members, designated as the leader of the different sectors identified.

Part of the 2-day activity was the installation of the required software needed during the mapshop tentatively scheduled during the 3rd week of February. Mr. Leomar Israel, the FASTcilitators GIS expert made a simple presentation how the software works using the initial data and maps he prepared for the appreciation of the participants.

With the cooperation and foreseen eagerness of the FASTcilitators’ counterpart from the city government, it is expected that the project, the DRVAR of the City of Cauayan will be completed as scheduled.

The activity was conducted on February 22-23, 2015 with the objective of presenting the initial output of the group on the data generation stage for the group to have a common framework and understanding on the processes of the TA.
