Boosting Human Resource Management and Organisational Development for Change

In 2010 the Philippines-Australia Human Resource and Organisational Development Facility (PAHRODF) was launched as a five-year (2010-2015) program of the Department of Foreign Affairs and Trade with the task of providing complementary support to the Australian Government's initiatives under the Statement of Commitment.

The Australian Government, in accordance to the Statement of Commitment, supports Philippine development by focusing on the following mutual development priorities of the Australian and Philippine governments: improve education, promote peace and stability, enhance service delivery of local governments, and help reduce risks from natural disasters and climate change.

PAHRODF helps build the foundation of good governance in the selected organisations critical in delivering the two countries' mutual development priorities. PAHRODF does this by addressing the human resource and organisational development issues of partner organisations, making them more capable of delivering services and effecting positive changes in the Philippines.

The Facility seeks to achieve three development objectives:
  • To assist partner organisations identify, prioritise, and develop targeted capacities and competencies to support organisational change
  • To assist partner organisations make better use of capacities and competencies to improve service delivery
  • To assist partner organisations share and build on enhanced capacities and competencies as basis for continuous improvement and learning
To achieve these objectives, the Facility
  • ensures efficient and effective targeting of organisations and delivery of human resource and organisational development assistance in support of agreed development priorities of the Australian and Philippine governments
  • ensures effective engagements with strategically selected organisations, groups of organisations and individuals to identify their needs with respect to development of targeted competencies and capacity
  • ensures that selected organisations, groups of organisations and individuals receive appropriate types and quality of support, which can include scholarships, customised short-term trainings, mentoring, and advisory support, where necessary
