Caption below the video – Elvin was awarded the prestigious Australia Awards Scholarships and has a masters in Public Policy and Management from Carnegie Mellon University – Australia, graduating with Highest Distinction and top of his class. He serves as Assistant Secretary of the Philippines Department of Education (DepEd) working on curriculum and instruction, assessment, learning resources, teacher training, non-formal education, special and inclusive education programs, and ICT in education. Prior to joining the public sector, Elvin spent four and a half years in the local telecommunications industry doing product management and business development work.
